High SERP- is the main target, not just PR

It is surprising but true that, a page/site without any content may also have High Page Rank (PR), as it is achieved by backing from High PR sites. But Ranking top at Google search require relevant content for the search term (Keyword) to be displayed at first page! Without Fresh and related content High SERP is quite impossible.
Our Main target for SEO is being visible on very first page for our valuable keywords. So if a page has achieved PR5 and satisfied, but not showing on Google first 3 pages, than that page rank is not worthy at all.

Key factors for Ranking High in other countries of Google

The topic very less discussed and covered. But this topic is making me tensed, stressed for some days. As according to my product, some particular country was my main target to rank high on Google like USA, UK, Denmark, German, and Netherland. My Site is at top for Google.com, Google.au, and Google.uk. But It is very much down at Google.dk, Google.nl. I had no answers for it, and I was just trying to create backlinks from some .dk, .nl sites. But it was not working too much
