Duplicate background layer Select dulicate layer and go to image->Adjustments->Hue/saturation Give the settings: Press OK we will get this Now press ctrl+B or go to Image->Adjustments->Color balance Give the settings: we will get this: Now add a new layer Open Brush set and select star brush Set foreground color bright green Ok, now brush around the girl like this Now set foreground color yello and select the brush brush some with yellow color and then set foreground color red and brush again like this: Now select the layer of Brush, go to layer->layer style->Outer glow give the settings: we will get this: Now add another new layer select some design brush, set color as you prefer, I have set it pink and brush like this: Go to layer->layer style->Outer glow give the settings: We will have this now: Use your creativity, give some lighting effetcs, lessen the opacity to make it more decorative.
