There is different way to inhence a portrait. A nice dreamy background can give an awesome look to your photo.

Open your original portrait with photoshop.

Go to Filter->Destort->Diffusion Glow

and give some glow to your photo as you like. I did this

Now find a dramatic, nice background for your image and open it with photoshop at the same time.

drag the portrait photo on the background image.

now select move tool and place the portrait at the right position

now select the portrait layer and add layer mask.

Now select foreground color black, then select brush tool and start painting to remove the background of original portrait.

paint all over just leave the girl

Select the portrait layer, then goto Layer-> Layer style->Outer Glow

ok it is done.

If you want you can retouch the portrait, use soft brush tool, pink color, opacity 20% and pain eyeshadow and color her lip.
