Open the original portrait with photoshop.
Duplicate the background layer
Select duplicate layer and press CTRL+B
add a new layer
Open Brush set and select star brush
set foreground color Green
and brush stars like this
then set foreground color yellow and brush.
then go to Layer->Layer style->Outer glow
Add new layer, select the brush
Set forground color Red and Brush
add outer glow to the layer from Layer->layer style->outer glow
when brushing is complete, merge all layer.
Select topmost layer and press ctrl+e until we get one layer.
save as jpg format.
Done!!
