Motion Blur Effect
Motion Blur is nice effect. If properly added to a proper image it will be a great composition. Here is the tutorial.
Find a image of a running or moving person or object. I have chosen a little girl running image.
You can upload free images from www.photoxpress.com
Open the image with Photoshop.

Copy the background layer.
Select background copy layer.
Go to Image->Adjustment->Hue/saturation

Add layer mask to the layer.
Set foreground color black and bachground color white.
paint skin part of the girl to get the real skin color back.

Merge with Background layer and copy again.
Go to Filter->Blur->Motion Blur


Add layer mask to the layer.
Paint with black color to restore the girl.
Add a new layer
Fill the layer with white.
Go to Filter->Noise->Add noise

Chnge the blend mode of the layer to color burn and decrease the opacity to 10%.

WE are done
