Open the original Image with Photoshop.

Duplicate background layer two times

Select Background copy1

Press CTRL+B

we will get this:

Now select background copy2

Go to Image->Adjustment->Hue/Saturation

we will get this:

select the layer and add layer mask to the layer

set foreground color black

select brush tool

and paint like this

now add a new layer

select the brush from brush set

and brush near her hair.

go to layer->layer style->outer glow

Add another new layer

select the brush

brush like this

give some outer glow
