Today i will show some techniques of how to create a shiny ornamental text effect with photoshop. Have a look.
For this I have used some images of ornaments
Open all with photoshop at first.

Open a new document with photoshop.

Fill the background With ‘Black’

Now, cut one object from our secong image and drag it over our document

Copy the ornament layer 6 times

Ok, for my text ‘ART’, I can work with six layers. If you are using any other text, count how many layers you will need.
Now, make active only the Layer 1 and inactive all other layers.

Now, select layer 1
Go to Edit->Transform->90 degree cw
Press Ctrl+T

Right click the mouse and select distort

Now drag from corners to give it a shape.

Press Enter
Now make active layer1 copy
Again Rotate, transform and distort to get a shape of Letter A
We will get this

Press Enter
Erase a little to match it well

Now merge this two active layer and rename ‘A’
We got our first letter A
Now make active next layer
Press ctrl+t to transform
Then select Distort from right click
Create a shape like this

Make next layer active
We are now going to create the curve of R
Press Ctrl+T and right click the mouse
Select warp

Now drag from each corner to create a Curve shape like this:

Erase unnecessary portion
Go to the lext top layer
make it active
Again rotate, transform, distort to get a shape of full R

Now go to next layer making it active
We are gonna to create T
Rotate 90 degree
Transform and distort

Next layer active
Transform and distort

we got our latter ART
Erase portions you do not like

Now merge all layers except the background and rename as ART
Go to layer->Layer style->Outer glow
Give the settings

We will get this

Want to decorate it more?
Ok, from our another stock image cut the flower and place it like this
Transform and distort if needed

Add some swirl design with swirl brushes like this:

Press Ctrl+T to transform it
Select warp from right click
drag to make the word arc

Ok, what next?
The background is boring?
Add some color to it
Add a new layer
Select a nice pearl brush
Select different colors and size and add again and again

Decrease the opacity of the layer to 20%

Merge all the layers except background
Go to Image->Adjustment->Hue/saturation

We will get this:

Ok, now crop the image

It is Done!!
